HISTORY OF THE BARANGAY
The early natives and some pioneer residents of this barangay recalled, that the word" Estado" was used with reference to the state of having settled down of their grown up children who started having a family of their own. For it was then that the barangay had a remarkable increase in the number of households and its population had rose rapidly quite unnoticed; houses appeared like mushrooms as years pass by.
Other folks narrated that during the Japanese Occupation in the country, a troop of American Soldiers built an army camp in an open field of the place which they occupied as their barracks. Since then, whenever the residents are sked about their home place, they would always reply with common reference to where the American soldiers stayed (as Estado Unidos).
Barrio San Jose being the site of the first primary school, ten kilometers from the poblacion, was the center of civilization for the residents in the surrounding haciendas during the later period of Japanese Invasion in the Philippines. Eventually, Hda. San Jose, with a total of land area of 2.73 hectares under the administration of Jose Jesena, owned by Rodolfo Lizares, a well-known business tycoon in the sugar industry was known as Barrio San Jose Estado.
It was in the early 1950's when Rodolfo Lizares donated a land area for school building to be constructed along the highway, since Hda. San Jose is almost a half kilometer walk from the road.
Among the original households in the Barrio proper belonged to Tornea, Silava, Calvo, Castor, Atesor, Palmares, Tolic, Leonidas and Gagatam families.
Through the years, this small and simple community evolved into a substancial and self-sufficient "Barangay Estado" along the responsible leadership of Teniente Pablo "Abog" Carbonera, Serafin Dela Cruz, Teniente Cesar Silava replaced Kapitan Carlito Panaga, Demetrio Suader, Kapitan Nazarino Priagula, that actively took part in the progress of the once Municipality of Victorias.
In 1993 Barangay Election, Kapitan Alfredo Calvo, who served for almost two decades lost his position to Norberto Castor and Andres Ibasco Jr. among his successor. The present elected barangay council, headed by Barangay Captain Milagros J. Osano had been working towards progress and development of the barangay.
The first barrio school which was founded in 1956, became the main learning center of the barangay and the neighboring haciendas. The institution was renowned for its achievements through the effort and leadership of the Head Teachers-in Charge and Principals.
Mr. Jose M. Jermina serve as principal of the Estado Primary School located in Barrio Estado Proper. His successors were Ms. Luz P. Ledesma, Mrs. Domitorio and Mrs. Angelina Sajorne, who exerted great efforts that made Barrio Estado progressive and well known in the Negros Island and in the entire region of Western Visayas because of the school's achievements. Estado Elementary School was recognized as one of the top performing schools in the district with Mr. Modesto Navajas. Ms. Nida Dolorfino, Ms. Lorlinie Ortillo, Mrs. Nancy Publico and Mr. Herman Belarte as its school heads.
During the late 1980's, families and houses mushroomed in the barrio proper of Estado quite unnoticed, especially when the distant haciendas eventually became NPA infested areas.
Barrio Estado was once known as critical area that residents grew vigilant for their safety. This condition existed until an army battalion (11th Infantry Battalion) was deployed for the security of the peoples as well as to bring the NPA's back to support our government. It was then that many rebels who surrendered were given amnesty privileges, and eventually peace and security were restored in the entire Barrio.
Almost two decades since then, when the construction the municipal road going to the barrio started, when the residents of Estado had enjoyed the 10-kilometers tricycle ride from the City proper of Victorias without suffering from head bumps while riding on the tricycle along unpaved, rough road.
One of the greatest pride of the barangay recently is the conversion of an extension high school which stated in 1988, to Barangay National High School, since few years ago.
Mrs. Loreta Chang, the owner, donated a parcel of land intended for the Barangay Hall and Catholic Chapel (with Patron Saint Our Lady of Guadalupe) that inspired the Christian faith among the residents.
